December 18, 2018 Executive Committee Meeting Minutes

 

The meeting was called to order by President Jim Samsel. Officers present were Jim Samsel, Rick Fowler, Roger Ward, George Laverick, and Kevin Lilly.

Minutes

Reading of the minutes of the November 27, 2018 meeting was waived.

Treasurer's Report

The Treasurer's report was given by Roger Ward.

Armorer's Report

Kevin Lilly reported that there are no changes in status of the Club firearms.

Range Report

The range report was given by Rick Fowler. The range is in generally decent condition; however, we are continuing to see erosion from runoff from the right pistol range onto the driveway.

 

Old Business

Camera Update: The only option to reduce the amount of video appears to be using external motion detectors to activate the cameras since the ones in the cameras are too sensitive. The contractor expects to get the materials by the end of the year (2018) and do the install some time after the first of the year.

New Business

Bullets Leaving the Range : On Thursday, December 13, 2018, the Secretary received a phone call from a Sheriff's Deputy investigating a car fire at the intersection of Old Chalk Bed Rd. and Kirkland St. The Deputy reported hearing pings followed by the sound of bullets passing overhead. After investigation by the Secretary and Executive Officer, it was determined that the probable source was the plate rack. Although we have installed a baffle system and berm, it appears that there is still a small window where bullets can escape the range. The Executive Committee decided to shut down the plate rack until we can eliminate this problem.

Website : George Laverick reported that he will be doing an extensive overhaul of the website. It has been based on wordpress, however, the wordpress organization has mad major changes which makes it impractical for us to continue using wordpress. Intent is to go with a content management system called "Typesetter". (Note: changes have been completed, and the new website appears to be working well. Although some locations of information has changed, it is all there except for classified ads. The classified ads were being under-utilized so they have been dropped.)

Renewals : As of the meeting, only about 100 members had renewed for 2019. Members are reminded that renewals are due by December 31, and that if they do not renew by then their keycards will be disabled. If they do not renew by the end of January, their membership will be terminated.

Annual Meeting/Election : The Annual Meeting will be held on Tuesday, January 22, 2019 in conjunction with the monthly Executive Committee meeting. Election of Officers will be held. The nominated slate of officers is:

By-laws : George Laverick introduced a proposed amendment to the by-laws to allow the Executive Commitee to appoint a member to sit as a member of the Executive Committee when needed to constitute a quorum. The proposal was defeted.

November 27, 2018 Executive Committee Meeting Minutes

The meeting was called to order by President Jim Samsel. Officers present were Jim Samsel, Rick Fowler, Roger Ward, George Laverick, Kevin Lilly, and Chuck Novak. One member was also present.

Treasurer's Report

The Treasurer's report was given by Roger Ward.

Armorer's Report

Kevin Lilly reported that there are no changes in status of the Club firearms..

Range Report

The range report was given by Rick Fowler. The range is in generally decent condition; however, we are continuing to see erosion from runoff from the right pistol range onto the driveway.

Old Business

Scout Project: Work on the campsite Eagle Scout Project will probably be rescheduled for February or March.

New Business

Camera Update: The motion detectors on the cameras are too sensitive so they trigger unnecessarily which produces large quantities of video files. The contractor is looking into installing separate motion detectors that have more adjustability to better control the cameras. The camera that was reported as "down" last month is back in operation after rebooting.

Rifle Range Status Lights: The Range Committee has proposed installing Red/Green Status lights at the rifle range to indicate the hot/cold status of the range at an estimated cost of $226. After a short discussion the Executive Committee approved the proposal. Some discussion ensued as to what the colors mean (other ranges are not consistent). This will be researched before final installation.

Workday Incentives: The turnout at the most recent workday was excellent. The Range Committee is discussing incentives that might be used to insure good turnout in the future. No action needed at this time.

Renewals: As of Sunday, 11/25/2018, 54 members have renewed for 2019. If you haven't renewed yet, go to the club website and click the BLUE button to fill out your Renewal Form.

Small Bore Matches: The Executive Committee approved the schedule for the Small Bore Silhouette Matches for 2019 (second Saturday of each month).

 The Executive Committee also voted to wave the annual dues for the Match Director because of the effort he puts in and because the matches actually pay money into the Club treasury each year.

The Executive Committee gave permission to the Match Director to store targets in the end of the rifle range shelter that are secured for use only by shooters authorized by him.

December Meeting: The normal date (4th Tuesday) for the December meeting would fall on Christmas. The December meeting will be scheduled for the 3rd Tuesday (December 18, 2018).

The meeting was adjourned at 7:31PM.

Following the meeting, the Executive Committee met in "closed session" to consider violations of the General Range Rules (observed on video) by a group of shooters on 11/05/2018. As a result of these discussions, one member was suspended pending further investigation.

October 30, 2018 Executive Committee Meeting Minutes

The meeting was called to order by President Jim Samsel. Officers present were Jim Samsel, Rick Fowler, George Laverick, Kevin Lilly, and Chuck Novak.

Treasurer's Report

The Treasurer's report was given by George Laverick based on input from Roger Ward.

Armorer's Report

Kevin Lilly reported that there are no changes in status of the Club firearms..

Range Report

Rick Fowler reported that the range is in good shape.

 

Old Business

Rule Violation: The member who was suspended for violating General Range Rule OPS.2 has attended an orientation and has has been reinstated.

Scout Project: Work on the campsite Eagle Scout Projectis still pending.

Work Day: The fire hose needed for supporting steel targets has been donated to the Club (our thanks to the member and his friend responsible), and Roger Ward has replaced the supports on all but the 200 meter target.

New Business

Swap Meet: A member has suggested that the Club sponsor a "swap meet" or "gun show" for club members only. The Executive Committee agrees that it would be a good idea, and has instructed the Secretary to contact that member to see if he would be willing to organize the event.

Dues: The Annual dues for 2019 were set to $125.00 (same as 2018).

Video Surveillance: One of the cameras has failed at the range. It may just need to be rebooted, but if it is defective, it will be replaced under warranty. Some of the equpment needed to upgrade to an NAS system is in, but the contractor has been short-handed due to illness. This will result in a delay getting the upgrade installed.

Erosion: There is some erosion on the left side of the driveway where water is running down from the right pistol range. When the Scout project is ready we will spread crush-n-run and regrade as needed.

Wedding Days: Or neighbors continue to hang signs at our gate asking us to refrain from shooting during certain hours. We have repeatedly asked them to give us advance notice so that we can put the information in the calendar on our website. They have said the would, but never have. This is an inconvenience for members who drive significant distances. Although we want to keep good relations with our neighbors, we have to take the position that, without advance notice, it is at the discretion of the member whether or not to comply with the signs.

September 25, 2018 Executive Committee Meeting Minutes

 

The meeting was called to order by President Jim Samsel. Officers present were Jim Samsel, Rick Fowler, Roger Ward, George Laverick, and Chuck Novak. Four members were also present.

Reading of the minutes of the August 28, 2018 meeting was waived.

Treasurer's Report

The Treasurer's report was given by Roger Ward.

Range Report

The Range Report was given by Rick Fowler. A work day is scheduled for Saturday, September 29, 2018 starting at approximately 8:00AM. [Note: the work day was held on schedule and was very successful.]

Armorer's Report

In the absence of the Armorer, Jim Samsel reported that there are no changes in status of the Club firearms..

Old Business

Disciplinary Guidelines: The Disciplinary Guidelines have been published (Appendix 2 to the Member's Handbook, available on the website).

Signs: Video surveillance signs have been installed at the range.

Scout Project: Work on the campsite Eagle Scout Project should be scheduled within the next four to five weeks.

New Business

Rule Violation: Review of video surveillance footage showed a member violating rule OPS.2 (which requires that all bullets strike the berm). The target, estimated to be about seven yards from the firing line, was placed very close to the ground, and bullets could be seen ricocheting off the flat ground. This is considered to be a serious violation. The Executive Committee decided to go into a "private" session following the regular meeting to deal with the issue. [ The Committee suspended the member committing the violation until such time as that member attended and successfully completed the New Member Applicant Orientation.]

Video Files: The video system creates a very large number of small files every day. The way the system is set up currently, only 4000 of these files can be downloaded at a time. This makes it a very time consuming process to download the files for review. Rick Fowler is working with the vendor to set up Network Attached Storage with swappable hard drives to reduce the time. He does not know how quickly this can be accomplished.

Work Day: George Laverick will send an email to members reminding them that Saturday will be a work day.

Badges: George Laverick asked about using 7 mil lamination instead of 10 mil for the badges to save a little money. The Committee decided to leave it to his discretion. [It turns out the savings would be only $.04 per badge, so we will stay with 10 mil.]

August 28, 2018 Executive Committee Meeting Minutes

 

The meeting was called to order by President Jim Samsel. Officers present were Jim Samsel, Rick Fowler, Roger Ward, George Laverick, and Kevin Lilly. One member was also present.

Reading of the minutes of the July 24, 2018 meeting was waived.

Treasurer's Report

The Treasurer's report was given by Roger Ward.

Range Report

The Range Report was given by Rick Fowler. The range is in generally good condition, erosion is about the same. Someone is leaving quite a bit of .22 casings lying on the firing line. Rick has met with the people at Aiken Systems about improving the method of downloading data from the security cameras. At present only 4000 records can be downloaded at a time. They are looking at some way to use "hot-swappable" drives.

Kevin Lilly reported that there are no changes in status of the Club firearms..

Old Business

Disciplinary Guidelines: The proposed Disciplinary Guidelines and changes to the General Range Rules discussed at previous meetings were approved with no additional changes.

Signs: Video surveillance signs will be ordered before the next work day.

New Business

Work Day: A range work day will be held on Saturday, September 29 starting at 8:00AM (see attachment for details).

July 24, 2018 Executive Committee Meeting Minutes

Treasurer's Report

The Treasurer was not present so no Treasurer’s report was available.

Range Report

The Range Report was given by Rick Fowler. The range is in generally good condition, but there is still some minor erosion on the rifle range which will need to be addressed in the future.

Armorer's Report

Kevin Lilly reported that there are no changes in status of the Club firearms..

Old Business

Disciplinary Guidelines: The proposed Disciplinary Guidelines and changes to the General Range Rules were discussed. No additional changes were proposed. A final vote will be held at the August meeting.

Security System: The video cameras have been installed and are working well.

Scout Camp: The Eagle Scout candidate has indicated that he expects to implement his campsite project near the end of the summer.

New Business

Signs: Rick Fowler will look into procuring signs notifying members and guests that video surveillance is in use.

June 26, 2018 Executive Committee Meeting Minutes

The meeting was called to order by President Jim Samsel. Officers present were Jim Samsel, Rick Fowler, Roger Ward, and George Laverick. Three members were also present.

Reading of the minutes of the May 22, 2018 meeting was waived.

Treasurer's Report

The Treasurer's report was given by Roger Ward. Current membership is 314.

Range Report

The Range Report was given by Rick Fowler. The range is in generally good condition, but there is erosion taking place on the right side of the rifle range. Target backers are being left at the range. When we have a storm, the creates a mess on the range. Please take your used backers home or throw them in the trash. We ran out of Waiver forms at the range. Rick Fowler made some copies. George Laverick will email Rick the original .PDF files of the Waiver, sign-in log, and RSO Report to make it easier to print additional forms

Armorer's Report

The Armorer was not present, but there are no known changes in status of the Club firearms..

Old Business

Disciplinary Guidelines: A draft of proposed disciplinary guidelines was sent out with the newsletter. Comments were received from several members. Primarily, the comments centered around the requirement to wear a badge at all times and the requirement to wear hearing protection. One member was concerned about the classification of can as "junk" targets. The Executive Committee voted to delete cans from the definition of junk targets. A discussion was also held about the need of hearing protection when using a suppressor. The Executive Committee will continue to meet with the Range Committee to better define the disciplinary guidelines and any needed changes to the Range Rules.

NOTE: A revised approach to the Disciplinary Guidelines is attached to this newsletter as a pdf. Also, a proposed draft of the revised Chapter VI of the Member Handbook (General Range Rules) is attached. Changed portions of the rules are highlighted in red. Please review the proposals; they will be discussed at the July 24 Executive Committee meeting. All members are invited to attend and express your views.

Security System: A keycard will be issued to Aiken Systems so that they can access the range for installation of the video security system. The range will have to be closed during the installation.

NOTE: The installation started on July 10, 2018 and is expected to take through Friday, July 13. If the work is completed earlier, a notice will be emailed to members when the range is open again.

New Business

Mowing: The grass on the rifle range is getting tall. If we have to hire someone, we would have to consider another does increase because the quotes received earlier were quite high. Our current mower is small for and area the size of the rifle range, but may work in the short term, especially if we only need to mow the lower 100 meter section. The mower does need servicing though. Dennis Eidson and Roger Ward will coordinate getting the mower serviced.

May 22, 2018 Executive Committee Meeting Minutes

 

The meeting was called to order by President Jim Samsel. Officers present were Jim Samsel, Rick Fowler, Kevin Lilly, Roger Ward, and George Laverick.

Treasurer's Report

The Treasurer's report was given by Roger Ward. Current membership is 312.

Range Report

The Range Report was given by Rick Fowler. The range is in generally good condition.

Armorer's Report

Kevin Lilly reported no change to the status of the Club's firearms.

Old Business

Security System: The Range Committee has reviewed the quote from Aiken Systems, and after clarifying some issues with Aiken systems, recommends acceptance of the quote. The ranges will have to be shut down during the installation (about 4 days). A motion to commit $11,000 to the project was passed.

Disciplinary Guidelines: A meeting of the Executive Committee, Range Safety Officers and other interested parties will be held on June 5, 2018 to discuss responses to violations of the Range Rules.

Meetings were held on 6/5, 6/12, and 6/19. The following chart is a DRAFT of the proposed policy for inclusion in the Member Handbook.

 

 

 

 

 

Badges: George Laverick proposed that the Club purchase a laminator and print badges double-sided on a laser then laminate them instead of using a thermal printer as we currently do. The Executive Committee authorized expenditure of up to $300 for this project.

A laminator has been procured, and all future badges will be printed double-sided (same image on both sides) and laminated.

New Business

None.

April 24, 2018 Executive Committee Meeting Minutes

 

The meeting was called to order by President Jim Samsel. Officers present were Jim Samsel, Chuck Novak, Rick Fowler, Kevin Lilly and George Laverick.

Reading of the minutes of the March 27, 2018 meeting was waived.

Treasurer's Report

No Treasurer's report was given since the Treasurer was not present. Current membership is 308.

Range Report

The Range Report was given by Rick Fowler. The range is in generally good shape. A tree fell across the driveway on April 15. Rick Fowler and Roger Ward removed it the following day. They also replaced shot-up posts on the right pistol range. Members are cautioned that paper targets must NOT be mounted to the posts.

Armorer's Report

Kevin Lilly reported no change to the status of the Club's firearms.

Old Business

Camping Area: Luke Gleason, an Eagle Scout candidate, made a presentation to the Executive committee describing his plans to build a camping area for the Boy Scouts across the driveway from the pistol ranges as his Eagle project. The Executive Committee agreed to accept his proposal and to fund the needed materials. A safety plan for workers on the project will be required. Approval from the Scouting Council will also be required.

Infrastructure: Chuck Novak and Rick Fowler attended a demo of a video security system. Rick looked at costs for cloud storage (Dropbox, etc.). George Laverick pointed out that we could store the videos in a private folder on our website. Chuck Novak commented that several technical issues need to be resolved regarding how the cameras and networking are set up. Chuck also has concerns about how the cabling is to be run.

NOTE: At the previous meeting George Laverick stated that keycard sensors had to be located within 300ft of the gate controller. It turns out that this limit is determined by the gauge of the wiring between the sensor and controller. A larger wire would allow the limit to be extended.

No action was taken by the Executive Committee pending a report from the Range Committee on the questions previously asked by Roger Ward in an email.

Badges: A member emailed the Secretary about the requirement that badges be worn. He considers it a "safety hazard" to wear the badge on a lanyard around his neck. The Executive Committee position is that the badge needs to be worn in the area between the waist and neck, but it does not need to be on a lanyard; it can be clipped to the clothing.

New Business

After Hours Access: Members needing to be at the range outside of normal hours (non-shooting purposes only) will be considered on a case-by-case basis.

March 27, 2018 Executive Committee Meeting Minutes

 

The meeting was called to order at 7:00PM by President Jim Samsel. Officers present were Jim Samsel, Chuck Novak, Roger Ward, Rick Fowler, Kevin Lilly and George Laverick. One member was also present.

Reading of the minutes of the February 27 meeting was waived.

Treasurer's Report

The Treasurer's report was given by Roger Ward. Current membership is 304.

Range Report

The Range Report was given by Rick Fowler. The range is in generally good shape. Since there has been little rain, erosion is not yet a problem and the grass has not started growing. The posts for some of the steel targets have been shot up and need replacement. Aiken Systems is scheduled to visit the range and provide a quote for installation of a security system.

Armorer's Report

Kevin Lilly reported no change to the status of the Club's firearms.

Old Business

Infrastructure: Chuck Novak has not yet located a reasonably priced equipment housing (box). George Laverick has redesigned the membership cards to make them more readable by security cameras. Roger Ward asked if the card could be printed both sides. It is not possible since the cards are thermally printed. Roger Ward suggested printing two cards so they could be carried back-to-back. The question was raised about putting sensors for the keycards at the firing lines. George Laverick stated that this might work for the pistol ranges, but not the rifle range since sensors must be within 300ft of the controller which is located near the gate.

FONRA Banquet: Kevin Lilly reported that the FONRA banquet went well, but he has not heard how it did financially.

Camping Area: Chuck Novak reported that the Eagle Scout candidate needed a little more time to prepare his presentation so it will be delayed until next month.

New Business

Target Mounting: Someone has been mounting targets directly to the supports for the steel targets. This is not acceptable. It damages the support, and it also means the the target is to low, and the bullet will likely hit the ground rather than the berm.

 

77 Meter Berm: Dennis Eidson has requested widening the 77 meter berm.
