August 22, 2017 Special Members Meeting and Executive Committee Meeting Minutes

The meeting was called to order at 7:00PM by President Jim Samsel. Officers present were Jim Samsel, Chuck Novak, Jim Shaver, Roger Ward, Kevin Lilly and George Laverick. Several members were also present.

Special Members Meeting

Members voted by email and in person to amend paragraph 8c of the club By-Laws as follows:

 c). Any member may be suspended or expelled from the club for any cause deemed sufficient by the Executive Committee by a two-thirds affirmative vote of the members of the Executive Committee present at any regular or special meeting. No vote on suspension or expulsion may be taken unless at least fifteen days notice in writing shall have been given to the member of the charges preferred and of the time and place of the meeting of the Executive Committee at which such charges will be considered. At such meeting, the member under charges will be accorded a full hearing.

All votes were in favor of the amendment, and sufficient votes were received to meet the requirements for a quorum.

The special meeting was adjourned and the Executive Committee meeting convened.

Minutes

The minutes of the July 25, 2017 Executive Committee meeting were read by George Laverick and were accepted as read.

Treasurer's Report

The Treasurer's report was given by Roger Ward. Current membership as of the meeting is 333.

Range Report

The Range Report was given by Jim Shaver. The person who was doing the range mowing has "opted out". Additional quotes are being sought. The range is currently in good shape.

Armorer's Report

The Armorer's report was given by Kevin Lilly. There is no change to the status of the Club's firearms.

Old Business

None.

New Business

Refund Request: The member who was expelled follwing a safety incident in July has requested a pro-rated refund of his dues for 2017. After review of the by-laws, it was determined that this issue is not defined by the by-laws. The Executive Committee decided that this one time, the refund would be made, but that our membership application and renewal forms will be revised to state that dues are not refundable.

Relocating Firing Lines: George Laverick made a motion that General Range Rule OPS.3. be revised as follows:

OPS.3 The firing line on any range will normally be the forward edge of the shelter. However, upon agreement of all shooters present, the Range Officer may establish a new firing line closer to the berm in order to more easily meet the requirement that all bullets strike the berm.

TO:

However, on the left pistol range only, upon agreement of all shooters present, the Range Officer may establish a new firing line closer to the berm in order to more easily meet the requirement that all bullets strike the berm.

After discussion, the motion was defeated.

John Deere Gator: George Laverick offered to donate a John Deere Gator to the club. It is currently not running, but George will get it running before turning it over to the club. The Executive Committee voted to accept the Gator.

The meeting was adjourned at 7:58PM.

Following the Executive Committee meeting a planning session was held. Jim Shave, Executive Officer, presented series of alternative plans for the future of the club and asked for input from the members and officers present as to their vision for the future of the club. The alternatives were based on planned numbers of members and dues rates.

General consensus was that we do not want to attempt to grow the club to something much larger than it is now (for example like Mid-Carolina Rifle Club in Columbia), but to make improvements that we can based on the current size of the club.

Based on inputs received, the Executive Officer along with the Range Committee will put together more detailed proposals for presentation at the next meeting.

The next Executive Committee meeting will be held at 7:00PM on Tuesday, September 26, 2017 at the ADPS Indoor Range, 240 Dupont Drive, Aiken, SC. All members are welcome to attend.
