July 25, 2017 Executive Committee Meeting Minutes

The meeting was called to order at 7:00PM by President Jim Samsel. Officers present were Jim Samsel, Jim Shaver, Roger Ward, Kevin Lilly and George Laverick. Seven members were also present.


The minutes of the June 27, 2017 Executive Committee meeting were read by George Laverick and were accepted as read.


Treasurer's Report

The Treasurer's report was given by Roger Ward. Current membership as of the meeting is 330.


Range Report

The Range Report was given by Jim Shaver. The range is in generally good shape. Grass is doing real well, and the grass directly in front of the rifle firing line needs cutting. However, the company that last cut the grass is not returning phone calls. A quote has been received from another contractor to do mowing, weed trimming, and removal of tree limbs from fences once a month at a cost of $1500 per month. There have been several reports of members/guests not signing in. A lot of 7.62x39 and .40 rounds were left on the ground the first week of July. Also, someone was using watermelons and apples as targets. These are NOT acceptable.


Armorer's Report

The Armorer's report was given by Kevin Lilly. There is no change to the status of the Club's firearms.


Old Business

Planning: Jim Shaver reported that he is not yet ready to discuss future plans for the range and asked that the planning meeting (original scheduled following the July meeting) be deferred to the August meeting.


New Business

Safety Incident: George Laverick reported that he had received a complaint of a safety violation occurring the day of the meeting. It was reported that a member and guest were down range on the right pistol range having called the range cold when one of a group of three shooters proceeded to start firing at the plate rack. He continued to fire even after they yelled at him to stop. His two companions did nothing to alert him of the danger.

According to club bylaws, a member is entitled to 15 days notice and a hearing by the Executive Committee before they can be suspended or expelled from the club. Because of the wording of the bylaws we cannot bar these members from the range pending the hearing. therefore, the Executive Committee felt there was no alternative but to close the range to all members until the situation was resolved.

George Laverick will send the 15 day notification to the affected members by email and registered letter.

NOTE: Upon receipt of the emails, the affected members waived the 15 day notice and asked for an immediate meeting. Accordingly, a meeting was held on July 27, 2017 with all members of the Executive Committee, the accusing member and the accused members present. The Executive Committee voted to expel the member who actually fired while someone was down range and to suspend the two members who failed to call "cease fire" during an unsafe act until they attend a club approved new member orientation.

NOTE: A vote of the membership is currently being conducted to revise the bylaws to permit immediate suspension pending a hearing so that the range would not have to be closed to all members because of the actions of one or a few.

The meeting was adjourned at 8:26PM.


The next Executive Committee meeting will be held at 7:00PM on Tuesday, August 22, 2017 at the ADPS Indoor Range, 240 Dupont Drive, Aiken, SC. All members are welcome to attend. A planning meeting (originally scheduled for July 25) will follow the regular meeting.
