February 23, 2014 Executive Committee Meeting Minutes

The meeting was called to order by President, Jim Samsel. Officers present were Jim Samsel, Joe Podesta, George Laverick, and Kevin Lilly.

2 members were present in addition to the officers.


On vote of the Executive Committee, reading of the minutes of the last meeting was dispensed with.

Treasurer's Report

No Treasurer's Report was given since the Treasurer was not present.

Range Report

No Range Report was given since the Executive Officer was absent.

Range Committee

Joe Podesta reported that a planned meeting of the Range Committee was cancelled because of the ice storm. Since we have not heard from the concerned neighbor, joe recommended that we proceed with the range as originally planned. George Laverick indicated that he favored extending the current rifle range to 200 yards instead for safety reasons since people going down range to set targets would not be visible from the firing line. Jim Samsel stated that the plan for the 300 yard range would include positive control to prevent shooting when anyone is down range.

Armorers Report

Kevin Lilly reported that there is no change to the status of the club's rifles. Jim Samsel reported no action has been taken to repair the two malfunctioning M1s. Jim still believes it to be a gas check issue.

Old Business

Jim Samsel said that the City has agreed to the new terms for use of the Indoor Range, and asked George Laverick to notify the Treasurer to deliver a check and copy of our insurance to Chief Barranco at ADPS.

New Business

Jim Samsel indicated that he is becoming very concerned that the club is continuing to build up a very large bank balance, and that we are not spending it on anything. He asked that members come up with suggestions.


One member present suggested purchasing some new folding chairs for the range.


Jim Samsel pointed out that we need to put up new fences, at least where our land borders the roads. A five foot chain link fence was suggested. Also, about a 10 foot space needs to be cleared along the fence line.


Jim Samsel mentioned that he had tried to get a remote control for the gate authorized in the past so that the Secretary would not physically have to drive to the gate to make programming changes/collect data. George Laverick made a motion to install a phone at the gate. The motion was approved to authorize the funds. George was directed to get the actual costs for final approval.


Costs were obtained as follows: $48.00 installation charge, $38.56+taxes per month, and $104. + shipping for modem (one time cost). Authoriztion to proceed was given by email vote of the Executive Committee.

George Laverick reported that he had received an email asking for information from the club to (indirectly) support SC Senate bill S115 “Constitutional Carry”. George stated that he found the bill objectionable since it would eliminate the need for Concealed Weapon Permits including all training and background check requirements. He asked that the Club take a position on the bill. However, the other officers felt that a position could not be taken without better understanding of the bill and a vote of the entire membership.

The meeting was adjourned at 8:05.


The March Executive Committee meeting will be held March 23, 2014 at 7:00 PM at the ADPS Indoor Range, 240 Dupont Dr., Aiken.
